Past ASP Activities

2006

From February 12-24, 2006, the Parliamentary Centre hosted a visit by the accounting chambers (ACs) and legislatures of the Leningrad and Tyumen regions and the Republic of Tatarstan, and the Accounting Chamber of the Russian Federation. Intended to prepare the two regions and the Tatarstan Republic for conducting pilot performance audits on agriculture and road construction, the visit started with meetings in Toronto focused on performance auditing of agriculture and transportation and interaction parliament-audit office at the provincial level, as well as on Canadian agriculture and transportation systems. 2005

From October 28-November 6, 2005 the Parliamentary Centre hosted a visit from the Federation Council and the Accounting Chamber of the Russian Federation. The delegation studied in detail Canadian state financial control systems at both the federal and provincial level Knowledge gained was used in developing draft legislation intended to establish a unified legal and methodological framework for state financial control in the whole Russian Federation . From June 11-17, 2005, an ASP delegation travelled to St. Petersburg to hold events aimed at assisting the accounting chambers of the regions of Voronezh and Leningrad to restructure the draft reports on their recently completed performance audits to a format suitable for review by parliamentarians as well as at preparing the legislatures of the two regions to hold hearings on the reports. From June 8-9, 2005, a Canadian delegation held working meetings at the Federation Council (FC) and participated in a roundtable on provision of support to parliamentarians' activities hosted by the FC within the framework of the 9 th St. Petersburg International Economic Forum. The exchange of experience assisted the FC in strengthening its budgetary independence and as well as in an array of ongoing internal financial management reforms. More…

On June 7, 2005, Parliamentary Centre experts participated in a roundtable on strengthening state financial control hosted in Moscow by the Russian Federation Council within the framework of the 9-th St. Petersburg International Economic Forum. As a result of Canadian participation in the roundtable all key players involved in reforming state financial control in Russia were familiarized with the Canadian budget process and the role of and interaction between external and internal audit bodies. From May 14-20, 2005 the Parliamentary Centre hosted a study visit by the Federation Council (FC) of the Russian Federation. The visit allowed the FC Commission on Internal Economy, and the FC Administration to study in detail Canadian Parliament’s practices in setting and managing Senators’ and MPs’ office budgets. Knowledge gained is being used in developing detailed regulations on the functioning of a Senators' budget system that was recently introduced in the FC based on the experience of the Canadian Parliament. On May 19, 2005, Senator Vladimir Petrov, who was on a Russian Federation Council delegation visiting Ottawa under ASP, delivered a lecture on budgetary reforms in Russia and associated reforms in the upper chamber of the Russian Parliament. Hosted by the Institute of European and Russian Studies at Carleton University, the lecture was the first in series of events designed to share ASP experience and expertise with the Canadian public. From January 28 to February 11, 2005, the Parliamentary Centre hosted a visit by the accounting chambers and legislatures of the Russian regions of Voronezh and Leningrad and the Accounting Chamber of the Russian Federation. Intended to prepare the two regions for pilot performance audits on healthcare programs, the visit started with a one-week performance audit training course delivered by the Parliamentary Centre in Ottawa. This was followed by a study visit to Toronto focused on performance auditing and interaction parliament-audit office in the province of Ontario as well as on the system of Canadian health care. Past CRPP Activities

On May 27, 2004, FC Commission on Interaction with the ACRF tabled pilot performance audit reports and invited government representatives to comment on recommendations. The activity marked the final step of the pilot project, by providing a constructive forum for the findings and recommendations of the ACRF pilot performance audits to be heard… more

From December 16-17, 2003, within the framework of CRPP, a Canadian delegation participated in a conference on financial control and management of the economy held by the Accounting Chamber of the Russian Federation (AC) and in a seminar on performance auditing held by the Russian Federation Council (FC) in Moscow. Canadian participation in the AC conference aimed to assist in the development of a unified system of state financial control in the Russian Federation, delineating between external and internal audit functions as well the use of program evaluation.
