About the Parliamentary Centre
The Parliamentary Centre is a Canadian not-for-profit, non-partisan organization devoted to improving the effectiveness of representative assemblies around the world. Founded in 1968 to strengthen the capacity of Canada’s Parliament, the Centre is now a global leader in parliamentary development with projects that support parliaments in Asia, Africa, Latin America, Eastern Europe and the Middle East. About the Program and its Accomplishments
From March 2001 until March 2010, the Parliamentary Centre implemented the Cambodia-Canada Legislative Support Project (CCLSP) with support from the Canadian International Development Agency. CCLSP was the longest-standing and largest project supporting the Cambodian Parliament. The project focused on strengthening the capacity of Parliament to exercise its legislative, representative and oversight roles.
Latest Accomplishments and Milestones

CCLSP consolidated training materials and lessons learned from project implementation into a Best practices Parliamentary Handbook, 2000 copies of which were distributed to parliamentarians, parliamentary staff, civil society organizations and donors. |
At the end of March 2010 CCLSP concluded programming after nine successful years of working with the National Assembly and Senate of the Kingdom of Cambodia. Some of the project’s key accomplishments included:
- Improved capacity of parliamentarians to initiate and consider legislation using various sources of information and analysis;
- Significant increase of the involvement of the Cambodian civil society and general public in the parliamentary process;
- Improved functioning of parliamentary staff, including better human resource and administrative management and stronger capacity to support the work of parliamentarians in areas like legislative analysis and subject matter research;
- The establishment of a functioning Women’s Caucus in the Cambodian Parliament, which has helped women parliamentarians to reach across party lines and facilitate discussion;
- The development of over 80 handbooks and guidelines for parliamentarians and parliamentary staff.
