Workshop on “Improving the Efficiency of Constituency Office Services”
Roundtable – “Competitiveness: Which Model should Cambodia follow?” On March 2, 2005, the Economic Institute of Cambodia (EIC), with the support of the Cambodia-Canada Legislative Support Project (CCLSP), organized a Roundtable on “Competitiveness: Which Model should Cambodia follow?” in Phnom Penh. The Roundtable was prepared specifically for distinguished members of the Senate and National Assembly of the Parliament of Cambodia and included a number of useful presentations by EIC researchers. The presenters provided information on the main factors important for a nation’s competitiveness, with specific reference to the Cambodian situation. The main benefit of the Roundtable was that it allowed parliamentarians to engage in active discussion and debate on Cambodia’s competitiveness in the current economic environment. This Roundtable is an example of how the CCLSP is using local resources in the implementation of Project activities. The final roundtable report was prepared by EIC. Workplan Approved at Joint Project Steering Committee Meeting As part of its responsibilities as the Canadian Executing Agency (CEA), the Parliamentary Centre must submit, prior to the start of each project year, an Annual Workplan identifying the results to be achieved during that year and the corresponding activities (including topics and schedule) to achieve these results. On March 4 th, 2005, the Cambodia-Canada Legislative Support Project (CCLSP) held a Joint Project Steering Committee (JPSC) Meeting in Phnom Penh to get approval for the Fourth Annual Workplan. This was the first JPSC held in two years, and therefore was a very important event in getting parliamentary leaders on side with Project activities and in allowing all stakeholders to re-examine the direction of the Project in helping to build the institution of Parliament in Cambodia. His Royal Highness Prince Norodom Ranariddh welcomed participants to the JPSC meeting and expressed his appreciation to the Canadian International Development Agency for funding the CCLSP. His Royal Highness also expressed his appreciation to the Parliamentary Centre for providing the technical assistance required in bringing the plans of the previous three years to their fruition, acknowledging the challenging political environment in Cambodia over the past year and congratulating the Project for making some wise decisions that helped see it through these challenges, while at the same time coming out with some very beneficial results. After his Royal Highness’ welcoming remarks, the contents of the Fourth Annual Workplan were enthusiastically discussed among Members of the JPSC. Following much constructive debate and discussion, the Fourth Annual Workplan was approved. JPSC Agenda and List of Participants.Roundtable on the Cambodian Economy & National Budget in 2005 On December 9, 2004, the Economic Institute of Cambodia (EIC), with the support of the Cambodia-Canada Legislative Support Project (CCLSP), organized a roundtable on “The Cambodian Economy and National Budget in 2005” in Phnom Penh. The roundtable was prepared specifically for distinguished members of the Senate and National Assembly of the Parliament of Cambodia and included an impressive list of presenters. It started with a presentation on the current state of the Cambodian economy and upcoming trends, and ended with a discussion on the National Budget. The roundtable is one example of how the CCLSP is using local resources in the implementation of Project activities. The final roundtable report was prepared by the EIC. Study Visit to Canada by the Secretary-General of the Senate and Deputy Secretary-General of the National Assembly of the Kingdom of Cambodia From November 21-30, 2004, the Secretary General of the Senate and Deputy Secretary General of the National Assembly of the Kingdom of Cambodia visited Canada on a study mission that allowed them to meet and exchange information with a variety of MPs, Senators and officials in the Canadian House of Commons and Senate, as well as the Quebec National Assembly. The main purpose of this Study Visit was to provide the delegates an opportunity to gain first-hand knowledge and experience on the policies, practices and administrative systems in place in the Canadian and Quebec Legislatures. Final Report Asia-Africa Symposium: Governance & Accountability – Sharing Experiences of Parliamentary Oversight & Poverty Monitoring In most initiatives, Monitoring and Evaluation, the systematic process of using evidence to enhance accountability and learning, have not featured prominently in the processes of parliamentary oversight. Hence, the Parliamentary Centre initiated a Symposium that brought together African and Asian parliamentarians to share experiences on the role of parliaments in promoting accountability while seeking to advance the use of Evaluation as an instrument for good governance, accountability and learning. The Symposium brought together 6 African MPs, half a dozen Cambodian parliamentarians and an MP from each India, Thailand and Timor Leste. The 3-day Symposium was hosted by the Senate of Cambodia from October 4-7, 2004. Full Report Domestic Violence Workshop - January 26-30, 2004 In January 2004, Professor William A. W. Neilson and Ms Helen Lansdowne, Director and Assistant Director, respectively, of the Centre for Asia-Pacific Initiatives (CAPI) delivered a workshop in Phnom Penh on the topic of domestic violence legislation. The participants included 20 legal researchers of the Secretariats of the National Assembly and Senate of Cambodia. The main objective of the workshop was to improve the researchers' understanding of the social and legal context of domestic violence in Cambodia, the legislative models for preventing domestic violence, and comparing the Cambodian legislative experience with experience in a number of other Asian states. Human Resources Management Workshop - December 2-8, 2003 In December 2003, Suzanne Paradis, Director of the Human Resources Directorate at the Canadian House of Commons, undertook a visit to Phnom Penh to hold a workshop on human resources management. The program was designed to help the senior managers of the Secretariats of the National Assembly and Senate of Cambodia to gain a better understanding of proven human resources management principles and to develop the competency to adapt and apply these principles to their reality. This activity follows work previously done with the managers and staff of the Secretariats.
